Official Public Announcement on behalf of
Fu-Jow Pai Federation, Inc. (8/30/2001)

There has recently been an upcropping of Martial Arts schools and of self-proclaimed authorities who allege to teach the Fu Jow Pai (Tiger Claw) system of Kung-Fu originally Hark Fu Moon Black Tiger System. Some of these schools and individuals advertise on the Internet, in the Yellow Pages and in Martial Arts magazines; some have gone so far as to falsify and attempt imitation of our insignia, the Federation's official seal. These people set themselves up as authorities on the history and teaching skills, knowledge and techniques of Fu-Jow Pai. In fact, however, they have either no substantial knowledge or have only a short period of training with us, or some may be a little longer. We do not question their legitimacy, instead we stress the fact that according to our standards and minimum requirement, these organizations and individuals are not qualified or certified to teach the Fu-Jow Pai System of Kung-Fu.

We feel it is our duty and responsibility to inform the public and those concerned with the integrity of the Martial Arts to be wary of charlatans who pretend professionalism, knowledge, skill and qualifications which they do not possess. These people fraudulently take advantage of others who are less knowledgeable.

We're genuinely concerned that the truth surrounding our System be made known. In an effort to be informative, and for the protection of our System, we are setting forth pertinent historical data which has hitherto been known by few.

Throughout the entire history of Chinese Martial Arts and until the establishment of the C. C. Y. A. C. (Chinese name: Fu Jow Pai Kung Fu Association) in 1957, the components of "Fu-Jow Pai (Tiger Claw System) Kung-Fu" were never divulged. This system was taught to no more than two disciples per generation, even when it bore its original name which dates back many centuries. It was renamed "Fu-Jow Pai" of "Hoy Hong Temple" by the First Generation Grand Master Wong Bil Hong before his death in 1934. In memory of his master who had settled in "Hoy Hong Temple". Grand Master Wong Bil Hong taught his nephew Wong Moon Toy, who was the sole 2nd Generation surviving disciple inherited the name of Fu-Jow Pai of Hoy Hong Temple.

Even though Grand Master Wong Moon Toy had taught many students Hung Ga and Michunyi (Lost Track System) Kung Fu, he only selected seven Fu Jow Pai disciples. After his death, these disciples sought to promote greater unity, better understanding and cooperation among each other; they attempted to regulate and centralize the leadership of the Fu-Jow Pai family for its future development. Under the leadership of 3rd Generation Succeeding Grandmaster Wai Hong, Father of present day Fu Jow Pai, the CY.A.C. was reorganized on August Moon 1968 as Fu-Jow Pai Federation, Inc., to carry on the inherited and inherent disciplines of Fu-Jow Pai. This organization was formally chartered by the State of New York in 1971. Fu-Jow Pai Federation, Inc is the sole organization responsible for introducing and promoting Fu-Jow Pai Tiger Claw System kung Fu to the public for the first time in our history and is undoubtedly the sole governing body and technical authority and full knowledge of the Fu-Jow Pai Kung-Fu System throughout the world.

The Federation's prime function is to standardize the teaching curriculum for all affiliated instructors & masters to follow; to establish a rating and ranking system by giving achievement tests for the purpose of maintaining the system's original standards, and to certify qualified Fu-Jow Pai Kung-Fu instructors so that all enthusiasts may be guaranteed authentic, quality instructions.

We wish to most strongly point out that no one may claim to have quality instruction of our system, or to compile material about it, without being a member of the Federation, and without a Certificate of Qualification or teaching permit from the Federation signed by our superior or the Senior Board of Directors.

We post this official announcement in the hope of its being beneficial to all those who are practitioners of our system and those who are interested in joining us. We endeavor to bring awareness of and clarity to the historical background of the Fu-Jow Pai System, and expose those who falsely set themselves up to be authoritarian on Fu-Jow Pai (Hark Fu Moon Black Tiger System) Kung Fu.
